The design competition assignment for 2009 is a ReEntry Center in Corvallis Oregon for emancipated youth over 18 years old who were formerly foster children. These young adults were put into the Foster care process through no fault of their own. These youth are a largely neglected group that has little support in housing, education, and employment. In addition to providing housing and social spaces for foster graduates, the proposed design solution is to provide retail spaces as well as a ReEntry Center that would be operated by county social workers. A frugal and resource-efficient design approach should make this project sustainable and economically viable.

The small-town urban context of the flat site is to be a primary design parameter. The site is approximately one quarter of a block in the 150-year-old center of Corvallis at the NE corner of 4th and Jefferson. The mission is to design a facility that accommodates the safe, accessible and secure setting for living and learning from which the young adults can transition into the challenging world beyond the site. The historic context should be honored, but the design should also look toward the future.

The Willamette valley environment provides a setting where the harvesting, conservation and recycling of energy, water and materials is particularly important. The proposed designs should make these processes explicit and incorporate the programmatic and environmental elements into a unified solution.

Site Program:

Public Courtyard adjacent to café at street level
Private Courtyard or Terrace for emancipated young adults
Meditation/Lookout area for up to 8 people
Cold frames, Composting area and garden on ground or roof
Auto Parking - 28 auto spaces:
     2 spaces ADA
     20 spaces at 9’ x 20’ 20
     6 spaces at 9’ x 20’ may be tandem
Bicycle Parking
     20 enclosed spaces for retail tenants and residents
     10 Bike rack spaces for visitors
 
Space for 2 Recycling dumpsters at 4’x6’ and 1 Trash dumpster at 4’x6’
 
Other site elements that would illustrate the integration of the educational programs, the energy, materials & water systems, and the ecology of the site should be included.
